Our client is a not-for-profit organisation that provides a digital framework for the procurement of services (construction and refurbishment of housing and other buildings across the public sector). Like G Cloud, Suppliers are pre-tendered, and organisations can select their services there.

They are at the beginning of a Transformation journey to improve operational efficiency and are seeking a senior leader to come in and take ownership of the Digital, Tech and Transformation Strategy and execute it over the coming months and years.

The organisation is 70+ strong and once part of a London Borough Local Authority, operating independently, but now a separate entity since 2023. A new CFO was hired in November 2024 who is now driving change.

Some work has begun including working with a specialist consultancy to kick off technology projects. For example, D365 CE has been implemented, and a Customer Portal will be next and then other modules bolted on later. But other tech also needs to be reviewed and implemented such as “Procurement” and other areas to provide them with a modern suite of systems to support an efficient operation that they can scale.

This is a dynamic and “can do” role and environment. They seek an experienced leader with energy to drive change.

Consultants have started the process and been involved in the D365 roll out and additional plans, but your role will be to assess where they are now and then pick up, design and own the strategy and then deliver. You will be supported by a Head of Transformation and a Head of IT Services and teams under each, and you will report into the CFO. You will need to have expertise in managing up as well as down and bringing stakeholders on the transformation journey.

Key responsibilities (not exhaustive):

  • Developing and implementing the company’s technology strategy and roadmap that delivers competitive advantage in the short and long term for the business.

  • Identifying, evaluating, implementing new technologies and solutions that align with their business goals.

  • Ensuring security and reliability of their technology solutions.

  • Overseeing the development and maintenance of their technology infrastructure and systems.

  • Providing leadership and guidance to the technology team and promoting a culture of innovation and collaboration.

Strategic Leadership & Transformation

  • Define and lead the organisation’s digital, innovation and data strategy, in alignment with corporate vision, community impact goals, and sustainability ambitions.

  • Drive transformation initiatives across IT and digital services, ensuring innovation supports service improvement, operational efficiency, and long-term value.

  • Function as a strategic advisor to the Group CFO and Senior Executive Team on digital enablement and technology risks

Governance, Risk & Security

  • Ensure the organisation’s cyber security strategy and policies, ensuring robust frameworks are in place to effectively manage threats and compliance requirements, including data protection, regulatory compliance (e.g. GDPR), and threat mitigation.

  • Ensure effective governance structures for IT service delivery, digital investments, and project execution.

  • Lead on business continuity planning, ensuring resilience across all digital systems and services.

Innovation & AI Development

  • Champion and oversee the development and integration of established automation tools, AI and advanced analytics in procurement and social value innovation.

  • Facilitate partnerships with tech innovators, social impact platforms, and academic or R&D bodies to pilot new tools or services.

  • Translate emerging technology trends into tangible outcomes that support better decision making and public value.

  • Business Intelligence & Reporting

  • Lead the strategic development of business intelligence and reporting capabilities to support the organisation’s insight-led approach.

  • Ensure accurate, real-time reporting tools are in place to monitor organisation wide performance and impact.

  • Promote data literacy across teams and the organisation to support evidence-based decision making.

Collaboration & Delivery

  • Work closely with Regional Business Units (RBUs), the Centre of Excellence, and Technical & Procurement teams to ensure digital strategies enhance client outcomes.

  • Foster a collaborative digital culture, collaborating with People and Culture and Head of Transformation to embed upskilling, digital fluency, and innovation mindsets across the business.

Experience Seeking:

  • Proven experience in leading digital transformation in a complex, multi-stakeholder environment at a Director level

  • Multi-sector experience including commercial and public/not-for-profit

  • Strong track record of embedding digital innovation, including AI and data platforms, into core service delivery.

  • Experience of defining, owning and executing digital and transformation

  • Deep understanding of IT governance, cybersecurity, data privacy, and risk management.

  • Broad Technology experience but overseeing the implementation and running of D365 is essential.
